What is Counseling, Testing, and Referral (CTR)?

HIV Counseling, Testing, and Referral (CTR) is a collection of activities designed to increase clients’ knowledge of their HIV status; encourage and support risk reduction; and secure needed referrals for appropriate services (medical, social, prevention, and partner services).
